Get CertifiedThere is no single product certificate accepted worldwide. Every market defines its own scheme, its own issuing authority and its own evidence, and four things decide which one applies to you: the destination market, the product category, the supply voltage, and whether the product transmits radio. Get those four right and the route follows; get one wrong and you pay for testing against the wrong legislation.
The certificate does not travel. The evidence often does: test reports from an accredited laboratory, a technical file, a factory inspection record, provided they were produced against a standard the destination recognises, by a body it accepts.
The avoidable cost sits there. Test once, to the right standard, at a laboratory with the right accreditations, and one report covers several markets. Test to a national standard nobody else references and you pay again at every border.
Which market. The European Union is largely self-declaration; the Eurasian Economic Union and the Gulf states are third-party certification; the United States is product safety certification by laboratory listing, plus a federal radio authorisation. These are three different processes. What they share is evidence, and a plan written for one does not transfer to the others.
Which category. Schemes are organised by product type, and the category decides whether a third party is involved at all. In the EU a desk lamp is self-declared under the Low Voltage Directive, while pressure equipment above 0.5 bar in category II or higher needs a Notified Body under PED 2014/68/EU, and a toy needs EN 71 test evidence behind its declaration. In the EAEU the same split runs between a declaration and a product conformity certificate from an accredited body; in the Gulf, between a supplier's declaration and a G-Mark type examination by a GSO-notified body.
What voltage. Supply voltage is the most common trigger for electrical safety legislation. The EU Low Voltage Directive 2014/35/EU and the EAEU's TR CU 004/2011 both apply from 50 to 1,000 V AC and 75 to 1,500 V DC; below 50 V AC a product leaves the LVD but stays under general product safety law. The United States draws no voltage line of that kind: OSHA's rule at 29 CFR 1910.303 asks whether electrical equipment in a workplace is approved, which means listed by an NRTL, at any voltage.
Does it transmit. Any deliberate radio emission, whether Wi-Fi, Bluetooth, cellular or RFID, adds a separate approval in almost every market: RED 2014/53/EU in the EU, an FCC ID under 47 CFR Part 15 in the United States, ISED in Canada, ANATEL in Brazil, and a notification under EEC Decision 30 in the EAEU. Each has its own authority and its own identifier.
Rarely in the laboratory. The recurring failures are procedural: a technical file nobody owned and so nobody assembled; a local representative appointed late, when the certificate cannot issue without one; a facility registration that takes months, started after the goods were made. Each is a schedule problem, and each is visible at the start if the route is mapped before the first sample ships.

No. The closest thing is the IECEE CB Scheme, which lets a test report from one member body be recognised by others as the basis for a national certificate, but it produces a report to build on, not a certificate to sell against. Every market still issues its own document. Anyone offering a single worldwide certificate is describing something that does not exist.
Frequently, and it is the main lever on cost. The conditions are that the report was produced against a standard the destination recognises, by a laboratory it accepts, and that it covers the parameters that destination actually tests. A report against the wrong edition of the right standard is a common and expensive near-miss.
A certificate is issued by a third party that has assessed the product. A declaration is a statement the manufacturer signs for themselves. Which one you need is set by the legislation and the product category. Where a scheme permits either, the declaration route is faster and cheaper because it needs no third-party sample testing.
In most third-party schemes, yes. The European Union, the Eurasian Economic Union and several Gulf states require an economic operator established locally who is named in the documentation and answerable to market surveillance. In the EAEU the certificate cannot be issued at all without one.
