G-Mark Oman: the regional mark at the Omani border

G-Mark Oman means the same regional mark as in the other GSO states, checked at the border against two registers. Appliances on the regulated list of <strong>BD-142004-01</strong> (low-voltage equipment) and toys under <strong>BD-131704-01</strong> need a Gulf Type Examination certificate from a GSO-notified body, the Gulf Conformity Tracking Symbol on the product and its packaging, and a Gulf Declaration of Conformity. The national standards body is the Directorate General for Standards and Metrology (DGSM) of the Ministry of Commerce, Industry and Investment Promotion, which designates its own notified bodies and lists certified products on the Hazm platform. The mark alone does not cover Oman's energy-efficiency and gas-appliance requirements, and halal is cleared separately.

Which documents does Oman ask for at the border?

Three, for a regulated-list appliance or a toy: the Gulf Type Examination certificate issued by a notified body, the Gulf Declaration of Conformity signed by you or your Gulf agent, and the Gulf Conformity Tracking Symbol (GCTS) printed on the product and on its packaging. The mark itself is at least 5 mm high, carries the notified body's identification number, and goes on at the end of production control. The check is the same at Sohar and at Salalah, because the regulation is regional.

The regulated list is List No. 2 (TC143307-01) under BD-142004-01. Thirteen categories: domestic fans, refrigerators and freezers up to 850 litres, washing machines and dryers up to 12 kg, food grinders, mixers and juicers, toasters, hair dryers and hand dryers, heaters, microwave ovens, cookers and grills, water heaters up to 200 litres, irons, plugs, sockets, adaptors, extension sets and chargers, and air conditioners. The rest of the 50 to 1,000 V AC range is self-declared and registered with GSO, and the mark then carries your registration number.

The failure we see at this step is a self-declaration on a regulated-list appliance. An air conditioner arrives with a manufacturer's declaration and a CB report, both genuine, and neither is what Annex 4 of the regulation calls for. The importer then applies to a notified body from the quay, and the type examination takes the weeks it would have taken before the container sailed.

Who is the national body for the G-Mark in Oman?

The Directorate General for Standards and Metrology (DGSM), inside the Ministry of Commerce, Industry and Investment Promotion, is the national standards body of Oman. It was set up by Royal Decree 39/76 of 20 October 1976 and represents the Sultanate in GSO.

Two lists of bodies matter. GSO has been the notifying authority for the Gulf regulations since its board decision of 8 May 2013, and its public register shows each body's registration number, scope and status. DGSM designates a second set of bodies for the Omani national requirements, published on Hazm with filters for Notified, Suspended, Withdrawn and Expired. GSO monitors its bodies afterwards and can restrict, suspend or withdraw a designation.

A G-Mark certificate Oman's inspectors reject because the issuing body's notification lapsed is the failure that costs the most time, because the paperwork looks complete. The certificate has a number, a scope and a signature. Only the register says the body was suspended. Check the registration number in both listings before you sign the quotation, and again before the shipment.

What does the certificate have to match on the product?

The type as examined. The Gulf Type Examination certificate describes a model, a rating and a plug, and the rating plate on the appliance in the container has to say the same. In October 2022 the GSO Technical Council approved a table of voltage, frequency and plug and socket type for each member state (TC-225310-01), replacing the table in Annex 1 of BD-142004-01. The plug fitted for Oman is recorded against the type, and a different plug is a different type.

The Gulf Declaration of Conformity has a fixed minimum content: the manufacturer or its Gulf agent, the product identification (name, type, model or serial number), the standards applied, the issue date, and the name and signature of the person legally responsible. You keep it for at least ten years from the date of manufacture and show it to market surveillance on request. One product goes to one notified body; changing body changes the GCTS registration and the marking, and the old certificates are cancelled.

The rating plate is where the mismatch surfaces. A model number that gained a suffix at the factory, a wattage rounded to a new marketing figure, a plug swapped by purchasing for a cheaper supplier: each is a change to the type the body has to assess before the certificate applies again. We ask for a photograph of the plate on the production sample before the file goes to the body, because a plate is easier to correct than a consignment.

Does G-Mark certification cover everything Oman requires?

No. For G-Mark certification Oman applies the two GSO regulations, safety and electromagnetic compatibility for low-voltage equipment and the toy regulation, and publishes its own national requirements on Hazm: Oman Technical Requirements for Low Voltage Electrical Equipment and Appliances (OM-LV, certificate valid one year), the Oman Energy Efficiency Scheme (OM-EE, two years), gas appliances and their accessories (OM-GA, three years), electric scooters (OM-SC, three years) and the Oman Quality Mark (OM-QM, three years). GSO's own note on BD-142004-01 says energy efficiency is outside it and may be regulated nationally; Oman and Bahrain register air-conditioner efficiency labels through GSO.

Whether your appliance needs an Omani certificate on top of the Gulf type examination depends on the scheme it is listed under, and Hazm shows the regulation and validity for every entry. Halal is a separate clearance, recognised state by state, and has nothing to do with the mark on an appliance. ECAS and SABER are the UAE and Saudi layers and do not apply in Oman; a consignment that continues to Dubai or Jeddah needs them, and the Gulf G-Mark page sets out that matrix.

Four to ten weeks is the range with test reports to the GSO or IEC standard in hand; the Omani certificate runs alongside from the same reports. The notified body's type examination comes first, because the tracking symbol and the Hazm entry both point back to it.
