ECAS is the condition of entry to the UAE market and EQM is voluntary, and most registrations stall on the label or the temperature rating.

Two schemes account for most of the confusion about the UAE. ECAS, the Emirates Conformity Assessment Scheme, is a condition of entry: for regulated categories the certificate of conformity has to exist before goods clear customs, and it is issued by the Ministry of Industry and Advanced Technology, which absorbed ESMA in 2020. The Emirates Quality Mark is a different instrument. It is voluntary, granted to a factory after an audit and product testing rather than to a consignment, and it buys shelf credibility and tender eligibility. It does not clear a shipment.

The second recurring surprise is temperature. Gulf standards adopted as UAE.S specify performance at the ambient conditions a product will actually meet here, and a rating declared against the European T1 climate class of 35 °C says nothing about behaviour at T3, where 46 °C is routine and some categories are assessed to 52 °C. Air conditioners, refrigerators, cables and motors are the usual casualties, along with the energy efficiency label and its star rating, which is calculated from test data no European report contains. Retesting at an accredited laboratory follows.

The label is where the remaining registrations stall, and food is the clearest case. English is mandatory and Arabic is optional, but Arabic that is wrong costs more than Arabic that is absent. The label has to name the local importer as well as the manufacturer, list the composition in descending order of mass with allergens highlighted and every additive coded, and print production and expiry dates in day-month-year form. A halal claim with no certification behind it is treated as a violation rather than as an oversight.

Four of the five most common causes of rejection are omissions rather than errors of fact: the information existed and did not reach the artwork in the form the UAE requires. That makes sequence matter. Settle the translation and the importer block before a print run, confirm which authority owns your category, whether MOIAT or a municipal food authority such as Dubai Municipality, and test against the standard the certificate will cite. Does the Emirates Quality Mark replace ECAS certification?

No. EQM is voluntary and sits on top of ECAS, never in place of it. It is awarded to a factory after a plant audit and product testing, runs for three years with surveillance, and is what buyers and tender committees look for. Customs still asks for the ECAS certificate of conformity, and a regulated product without one does not enter.

Our appliance is certified in the EU. Does it need retesting for the UAE?

Yes, in almost every case. The EU report is written against T1 ambient conditions, while the UAE assesses to T3, so performance and energy efficiency figures have to be regenerated at 46 °C or higher by a laboratory MOIAT recognises.
