Two Routes into Israel for Electrical Products

Electrical products reach the Israeli market by one of two routes: approval from the Standards Institution of Israel, granted on a review of CB test reports, or a Ministry of Economy exemption based on the customs code. Wireless and telecom terminals are separate, and go through the Ministry of Communications.

Route 1: when is SII approval required?

Products with a rated voltage of more than 9 V d.c. require SII approval, and electrical product safety testing is mandatory.

Approval is granted on a review of CB test reports, which is the significant point for a manufacturer already in the CB Scheme, because the existing report does the work.

So the decision is whether the conformity mark is wanted on the product. Without it, no factory inspection happens and no mark is granted; with it, a pre-license factory inspection is added to the project.

Route 2: Ministry of Economy (MoE) exemption

Here SII testing is not required.

The route applies to ITE products that appear on the exemption list approved by the Israeli Ministry of Economy. MoE grants the exemption on the basis of the customs product code, covering telecom equipment, computers and accessories, and certain other equipment whose codes appear on the list.

For a product on that list, the customs code determines the route, and the technical specification does not enter into it.

Do wireless and telecom products need Ministry of Communications approval?

Wireless and telecommunication terminal products are regulated separately, by the Ministry of Communications (MoC), under two approvals:

  • MoC Wireless Type Approval, radio terminal devices
  • MoC Telecom Type Approval, equipment connected to the public network

MoC certification is based on the requirements of the European Radio Equipment Directive (RED), and test reports produced for CE marking are accepted, so local testing in an Israeli laboratory is not necessary. A local representative in Israel does have to be involved at the end of the certification process.

The exception: Bluetooth and GPS only

Products with Bluetooth only, GPS only, or Bluetooth plus GPS only do not require MoC type approval.

That exemption removes a whole approval from a large class of products, and it is the kind of detail that changes a project’s timeline rather than its paperwork.
