Belarus Energy Efficiency Standards: The 2020 Revision

On 1 November 2020 Belarus revised its energy efficiency and labelling standards. The changes were to structure, terms and definitions, with every revision date moved to 2020, and, importantly for anyone already holding results, no new testing was required.
What changed on 1 November 2020?
Belarus revised its energy efficiency requirements and labelling standards. The changes were to structure, terms and definitions, and the revision date of every affected standard moved to 2020.
New testing was not required. For a manufacturer already holding results against the previous editions, that is the whole practical answer: the standards changed in how they read and not in what they measure.
Which standards were revised?
| Standard | Subject |
|---|---|
| STB 2474-2020 | Household refrigerating devices. Energy efficiency. Requirements and control methods |
| STB 2477-2020 | Domestic ovens, hobs and range hoods. Energy efficiency. Requirements |
| STB 2462-2020 | Household air conditioners and fans. Energy efficiency. Requirements |
| STB 2456-2020 | Household dishwashing machines. Energy efficiency. Requirements and control methods |
| STB 2457-2020 | Household washing machines. Energy efficiency. Requirements and control methods |
| STB 2463-2020 | External power supplies. Energy efficiency. Requirements for power consumption at idle and average effective efficiency. Methods of control |
| STB 2460-2020 | Fluorescent lamps without integrated ballast, high intensity discharge lamps, ballasts and luminaires for such lamps. Energy efficiency. Requirements and control methods |
Do the Belarusian standards align with European ones?
Two categories confirm conformity through technical documentation rather than testing, and both reference European regulations directly:
| Product group | Standard | European reference |
|---|---|---|
| Household and office equipment in standby and off mode, printers, scanners, monitors, mains-powered amplified speakers, multimedia projectors, audio amplifiers, home theatre systems, electric musical instruments, cooktops | STB 2248, section 4 | 1275/2008/EC |
| Single-speed asynchronous (induction) three-phase electric motors from 0.75 kW to 30 kW | STB 2332, section 4 | 640/2009/EC |
Where the Belarusian standard names a European regulation and accepts technical documentation as the route, a manufacturer already compliant in the EU is largely holding the evidence it needs.

Frequently asked questions
Did the 2020 revision require retesting?
No. The main changes were to the structure, terms and definitions of the standards, and the revision date of all of them was changed to 2020. New testing was not required, so existing results remained usable, which is the single most useful fact about this change.
Which product groups were affected?
Household refrigerating devices, domestic ovens, hobs and range hoods, household air conditioners and fans, dishwashers, washing machines, external power supplies, and fluorescent and high intensity discharge lamps together with their ballasts and luminaires.
Do the Belarusian standards align with European ones?
In several cases directly. Requirements for household and office equipment in standby and off mode reference EC Regulation 1275/2008, and single-speed three-phase induction motors from 0.75 kW to 30 kW reference EC Regulation 640/2009, with technical documentation as the confirmation route.
