TR EAEU 048/2019: The Energy Efficiency Regulation

TR EAEU 048/2019 covers the energy efficiency of energy-consuming devices and became the fourth electrical technical regulation of the Union, after TR CU 004, TR CU 020 and TR EAEU 037. Most household appliances declare; lamps, luminaires, computers and servers certify.
What does TR EAEU 048/2019 cover?
TR EAEU 048/2019, On requirements for the energy efficiency of energy-consuming devices, controls exactly what its title says. It became the fourth “electrical” technical regulation of the Union, joining:
- TR CU 004, low voltage
- TR CU 020, electromagnetic compatibility
- TR EAEU 037, RoHS
Its European counterpart is Directive 2012/27/EU on energy efficiency. The pattern is familiar: one union-wide regulation replacing five national approaches, which is a genuine simplification for a manufacturer who previously issued approval documents country by country.
The transition period
EAEU legislation provides a 24-month transition during which the regulation is not mandatory.
That is easy to misread. Many customers require the approval documents during the transition regardless, because their own compliance depends on it. And once the transition ends, the customs services require them too.

What does each route involve?
The procedure does not differ from the earlier technical regulations, absent later amendments.
Declaration, two ways to issue:
- Via the manufacturer’s test reports, scheme 1d, no samples required
- Via testing in an accredited EAEU laboratory, scheme 3d, samples required
Certificate, four obligations:
- Site audit
- Sample selection
- Testing in an accredited EAEU laboratory
- Annual inspection control after issue
The gap between the cheapest declaration route and the certificate route is large, and it falls along product lines a manufacturer cannot choose. A lighting company and an appliance company face materially different projects under the same regulation.
