Which Products Fall Under TR CU 018
TR CU 018/2011 applies to wheeled vehicles in categories M, N and O, to vehicle chassis, and to components and assemblies affecting safety, mass-produced and single vehicles alike, imported included. Modification that affects safety brings a vehicle back into scope.
What does TR CU 018 apply to?
TR CU 018/2011, On the safety of wheeled vehicles, applies to:
- Wheeled vehicles of categories M, N and O
- Vehicle chassis
- Components and assemblies affecting vehicle safety
It covers both mass-produced and single vehicles, imports included. Establishing whether a product falls inside is the first thing a manufacturer or importer has to settle, because everything else follows from it.

Each has its own technical and safety requirements. Mandatory conformity assessment applies to all three.
Are spare parts included?
TR CU 018 is mandatory for vehicle components that:
- Affect active or passive safety
- Are subject to certification or declaration
- Are listed within the scope of the regulation
In practice: braking systems, steering components, lighting devices, seat belts and other safety-related parts.
The three conditions are not alternatives to be argued between: a part meeting any of them is in scope, and the third refers to the product lists rather than to a judgment about the part.
Modification and conversion
If a vehicle undergoes design changes that affect safety requirements, it must comply with TR CU 018. Additional conformity assessment and approval procedures may be required.
That is the provision converters most often overlook. A vehicle that was approved when it left the factory is not automatically approved after it has been altered.
What is excluded?
- Vehicles intended exclusively for sporting events
- Military vehicles
- Vehicles not designed for use on public roads

Why classification matters
Correct classification is what makes certification, customs clearance and vehicle registration proceed without incident. Getting it wrong produces a hold at whichever of those three points comes first.
