Immobilizer Certification for the EAEU

Hand pressing a car key fob remote in front of a parked vehicle

An immobilizer falls under TR CU 018 as part of Group 50, alarm systems and anti-theft devices. Products operating between 119 and 135 kHz additionally need a radio frequency authority conclusion and an encryption notification, and importers need a national trade licence to sell the products.

What counts as an immobilizer?

An electronic security device fitted to a motor vehicle that prevents the engine from starting unless the correct key is presented. It falls under TR CU 018, On Safety of Wheeled Vehicles.

Where does it sit in the TR CU 018 product list?

The list of products under TR CU 018 was approved by Eurasian Economic Commission Board Resolution No. 77 of 14 July 2015. Immobilizers appear in Group 50, “Alarm Systems, Anti-Theft and Security Devices for Vehicles”, and should be certified only to confirm compliance with TR CU 018.

The applicable HS codes:

  • 8512 20 000 9
  • 8512 30 100 9
  • 8526 92 000

Check the code before launching a project. It determines whether the product is in scope, and no other part of the assessment can be settled until it is.

Which additional approvals apply?

For products using frequencies in the range 119 to 135 kHz:

Approval Issued by
Conclusion National radio frequency authority
Notification National security authority (encryption)

Importers are also required to obtain a trade licence from the competent national ministry to sell the products.

So an immobilizer is potentially a four-document project, the TR CU 018 certificate plus three separate approvals, each from a different authority.

The classification trap

Regardless of a module’s complexity or its other functions, switching headlights, controlling climate, if it has a function that locks vehicle parts, certification bodies will in most cases treat it as an immobilizer.

That means a multifunction control unit sold as something else can pick up the whole immobilizer regime on the strength of one feature. Establish how a body will classify the product before committing to a route.

When is a control module treated as an immobilizer?

If the module has a function locking vehicle parts, certification bodies will in most cases treat it as an immobilizer, regardless of how complex it is or what else it does, such as controlling headlights or climate control.
