EAC Approval for Food Processing Equipment

Process equipment for food, meat, dairy and fish products is assessed under TR CU 010/2011 by declaration, with the applicant choosing the scheme to suit its production. Low-voltage equipment picks up TR CU 004 and TR CU 020 as well, and EAC labelling is a condition of release into circulation.
Which regulations apply?
Quality assessment of equipment for food, meat, dairy and fish products is made under TR CU 010/2011, Safety of Machinery and Equipment, covering sales, certification and production of industrial equipment alike.
Low-voltage equipment additionally falls under:
- TR CU 004/2011, safety of low-voltage equipment
- TR CU 020/2011, electromagnetic compatibility
The equipment is declared under one of the schemes in TR CU 010/2011. The applicant chooses the scheme, taking the specifics of its production into account.
Which declaration scheme should you choose?
| Scheme | Application | Tests | Production assessment | Production control |
|---|---|---|---|---|
| 1d | A product lot | Standard samples by applicant | Not required | By manufacturer |
| 2d | A batch or single item | Sampling from the batch by applicant | Not required | Not required |
The higher-numbered schemes add third-party testing and production assessment. The choice is a trade-off: schemes resting on the applicant’s own samples are faster and cheaper, and are available only where the production circumstances support them.
Documents required
For a batch:
- Registration documents, INN certificates, OGRN, statistics codes
- The supply contract or foreign manufacturer contract, and the invoice
- A quality certificate from the manufacturer, where one exists
For a manufacturer:
- Registration documents, INN certificates, OGRN, statistics codes
In both cases: a technical description of the product, with images and technical data.
Validity
Set by the confirmation scheme used.
| Coverage | Validity |
|---|---|
| Mass-produced units, mechanisms and machines | Up to 5 years |
| A single batch or single item | Not set |
What has to appear on the equipment?
Labelling is a prerequisite for release into circulation, applied by the manufacturer or importer. It carries:
- The EAC conformity label
- Key technical features
- Manufacturer information
- Date of issue and lifetime
- Other information for buyers
Both the label and the permits are checked in three places: at customs, during inspection activities in retail locations, and when catering services are provided. Violations attract administrative sanctions, confiscation and fines.
Clearing customs is not the end of exposure: equipment already installed in a working kitchen can still be inspected against these rules.

Frequently asked questions
Which regulation covers food processing equipment?
TR CU 010/2011, Safety of Machinery and Equipment, assessed by declaration of conformity. Where the equipment is low-voltage, TR CU 004/2011 on low-voltage safety and TR CU 020/2011 on electromagnetic compatibility apply in addition.
Who chooses the declaration scheme?
The applicant, taking account of the specifics of its production. TR CU 010/2011 sets out several schemes, 1d for a product lot on the applicant's standard samples, 2d for a batch or single item on sampling from that batch, and others, and the right one depends on how the equipment is made and supplied.
What has to appear on the equipment?
The EAC conformity label, the key technical features, manufacturer information, date of issue and lifetime, and other information for buyers. Labelling and the permits are both checked at customs, during retail inspections and when catering services are provided, and violations attract confiscation and fines.
