TR CU 032/2013: What It Is and What It Requires

TR CU 032/2013 governs equipment operating under excess pressure above 0.05 MPa across the EAEU: pressure vessels, boilers, pipelines, safety devices, fittings and assemblies containing pressure components. What does the regulation govern?

Equipment operating under excess pressure above 0.05 MPa, anywhere in the EAEU. That covers pressure vessels, boilers, pipelines, safety devices, fittings, and assemblies that include pressure components.

It binds four groups: manufacturers, importers, suppliers, and the organisations operating such equipment.

Its purpose is stated in terms of what it is trying to prevent, accidents, ruptures, leaks and hazardous situations arising from the use of pressure equipment. That matters because the equipment is concentrated in high-risk industries: energy, oil and gas, chemical production, heat power engineering, mechanical engineering and municipal systems. A design or operational error there does not stay small.

Materials and strength

The regulation is specific about material selection criteria, chemical resistance, durability, and stability when temperature and pressure vary. Alongside that sit the strength calculations: load modelling and structural validation across the different operating modes the equipment will see.

Strength is not the only property assessed. Tightness, the correct functioning of safety valves, the stability of welded joints and the reliability of fittings are all in scope.

Testing

All equipment undergoes mandatory testing, hydraulic, pneumatic, climatic, vibration and others depending on purpose. The point of the range is to evaluate real-world performance rather than a single design case.

Marking

Each product must show its working and maximum pressure, its temperature, its hazard category, the manufacturing date and the serial number. This is the information that prevents errors during installation and maintenance, when whoever is working on the equipment has the nameplate and nothing else.

How is conformity confirmed?

By certification or declaration, according to the hazard category.

  • Certification applies to the higher hazard categories. It brings inspection control, expert visits, and regular confirmation that production remains stable.
  • Declaration serves the less dangerous categories. It still requires a full documentation package and successful testing.

In both cases accredited laboratories run the tests and the conformity assessment, and the results go into protocols and the technical documentation.

What does the manufacturer have to do afterwards?

Three obligations that outlast the certificate: implement quality control systems, keep the characteristics of the equipment stable, and update the documentation in good time. Conformity under this regulation is a state the manufacturer keeps up after the certificate is issued.
